			<content:encoded><![CDATA[<p>Today, on the <a title="Google Blog: the power of human rights video (Sameer Padania and Steve Grove))" href="http://googleblog.blogspot.com/2010/06/power-of-human-rights-video.html" target="_blank">Google</a>, <a title="YouTube blog: the power of human rights video (Sameer Padania and Steve Grove)" href="http://youtube-global.blogspot.com/2010/06/neda-soltan-and-power-of-human-rights.html" target="_blank">YouTube</a> and <a title="WITNESS blog: the power of human rights video (Sameer Padania and Steve Grove)" href="http://blog.witness.org/2010/06/new-collaboration-with-youtube-on-the-power-of-human-rights-video/" target="_blank">WITNESS</a> blogs, I have co-written a new blog post with Steve Grove, YouTube&#8217;s Head of News and Politics.  It&#8217;s the introductory post in a series about human rights and video, and sets the scene for why video &#8211; and citizen video &#8211; has become so integral to human rights advocacy work worldwide.  Video has a particular and growing value in human rights work &#8211; it runs the gamut from evidence to emotion,  from testimony to transparency, from social media to sousveillance &#8211; and it&#8217;s exciting to see YouTube giving this issue the space and prominence it needs, not least because YouTube is a key enabler and influencer of the human rights landscape, as Sam Gregory and I have argued increasingly vocally over the past year.</p>
<p>The remaining two posts in the series will offer first a practical run-through of how to create and share human rights video safely and effectively in the online environment, and then a piece looking at some of the ethical issues raised by presenting human rights videos online. <p>COHRE (the Center on Housing Rights and Evictions) has posted <a href="http://www.cohre.org/view_page.php?page_id=276" title="COHRE reports on Burma" target="_blank">two reports</a> &#8211; one on <span class="copy"><em><strong><a href="http://www.cohre.org/store/attachments/COHRE%20Burma%20Country%20Report.pdf" title="Forced Displacement and Land Rights in Burma (COHRE)" target="_blank">Displacement and Dispossession: Forced Displacement and Land Rights in Burma</a> </strong></em></span>(pdf) and the other naming Burma as a recipient of the <a href="http://www.cohre.org/store/attachments/NEEDpressrelease5Dec07.pdf" title="Burma receives Housing Rights Violator Award for 2007 (COHRE)" target="_blank">Housing Rights Violator Award for 2007</a> (pdf).</p>
<p>More directly related to the monks&#8217; protest, over at the <a href="http://cyber.law.harvard.edu/home/" title="Berkman Center for Internet and Society at Harvard" target="_blank">Berkman Center</a>, John Palfrey recently <a href="http://blogs.law.harvard.edu/palfrey/2007/10/22/opennet-initiative-on-what-really-happened-in-burma/" target="_blank">pointed up</a> this <a href="http://opennet.net/sites/opennet.net/files/ONI_Bulletin_Burma_2007.pdf" target="_blank">OpenNet Initiative study</a> (pdf).  :</p>
<blockquote><p>Many reported the story of how the junta “shut off” the Internet before they carried out some of the worst acts in the process of suppressing the demonstration. The ONI is today releasing <a href="http://opennet.net/sites/opennet.net/files/ONI_Bulletin_Burma_2007.pdf">a careful technical review</a> that describes what in fact the military junta did, set in context of the demonstrations and the state’s history of Internet filtering. [...] It’s the first time, with the exception of Nepal in 2005, that a state has sought to shut off access to the Internet altogether.</p></blockquote>
<p>The report itself concludes with the following analysis (my italics):</p>
<blockquote><p>Burmese netizens, operating in a constrained and challenging space in a country with especially low Internet penetration rates, have demonstrated that the tools of information technology can have a strong impact on the global coverage of events as they are unfolding, and sometimes on the events themselves. The events in Burma also provide a chilling example of the limitations of the Internet, access to which was ultimately vulnerable to the unilateral choices of a repressive regime. <em>However, even the vast majority of Burmese without access to or knowledge of the Internet may have benefited from the enduring achievement of a small band of citizen bloggers and journalists—the uploading of vital, relevant information to the Internet was broadcast back in via television and radio and spread through personal networks and communities throughout the country</em>.</p></blockquote>
<p>As we watched the events in Burma unfold in September, we were working on the alpha version of the Hub, wishing it were ready to release, not just for that &#8220;small band&#8221; in Burma, but the bands of activists, bloggers, citizens and journalists everywhere.  We&#8217;ll be working actively to ensure that the Hub continues to evolve to meets the needs of all of these participants, but we&#8217;re especially keen to hear from activists on the ground, and we really encourage you to <a href="http://hub.witness.org" title="The Hub for human rights media and action" target="_blank">participate, engage and give us your feedback</a>.</p>

<p><em>This is un-bloody-believable. YouTube has just disabled probably the most important channel for the Egyptian blogosphere. Wael’s videos have been central in the fight against police brutality, and YouTube should be proud the Egyptian anti-torture activists have been using its channels in the current War on Torture…</em></p>
<p><a href="http://youtube.com/user/waelabbas" title="Wael Abbas at YouTube">Wael&#8217;s channel</a> is, at the time of writing, still suspended.  Clicking on any of the videos he uploaded results in the following message:</p>
<p><font color="#ff0000"><strong>&#8220;This video has been removed due to terms of use violation.&#8221; </strong></font></p>
<p>Whether it&#8217;s only Wael&#8217;s account, or others too, now several videos showing police brutality embedded on the Hub from YouTube are no longer playing &#8211; including <a href="http://hub.witness.org/en/node/2374" title="Egypt police brutality video removed from YouTube, and therefore the Hub" target="_blank">this one</a>, <a href="http://hub.witness.org/en/node/2383" title="Another YouTube police brutality video no longer available" target="_blank">this one</a>, and <a href="http://hub.witness.org/en/node/2362" title="Police brutality video removed by YouTube" target="_blank">this one</a>, and more <a href="http://hub.witness.org/en/node/2365" title="Another YouTube police brutality video no longer available" target="_blank">here</a>, <a href="http://hub.witness.org/en/node/2347" title="Another YouTube police brutality video no longer available" target="_blank">here</a>, <a href="http://hub.witness.org/en/node/2350" title="Egypt police brutality video removed from YouTube, and therefore the Hub" target="_blank">here</a>, and <a href="http://hub.witness.org/en/node/2343" title="Another YouTube police brutality video no longer available" target="_blank">here</a>.  Most of these clips have been propagated far beyond Wael&#8217;s own YouTube account, so it&#8217;s not really a question of stopping these videos from circulating.  Only last week, Wael received an <a href="http://www.icfj.org/press/20070824.html" title="ICFJ honours Wael Abbas" target="_blank">award</a> from the <a href="http://www.icfj.org/index.html" title="ICFJ">International Center for Journalists</a> in honour of his work to promote and advance human rights in Egypt.</p>
<p>Whatever the reason &#8211; a misunderstanding, a systematic campaign, something else entirely &#8211; it shows how vulnerable human rights-related media content can be in the online environment, and that the minimal extra work of uploading human rights media to dedicated sites like <a href="http://hub.witness.org" title="The Hub" target="_blank">the Hub</a>, or the <a href="http://www.archive.org" title="Internet Archive" target="_blank">Internet Archive</a>, rather than just embedding it from other sites, is clearly worth it.</p>
<p><strong>UPDATE on 27 November 2007:</strong></p>
<p>Since this happened, I&#8217;ve been in contact with YouTube to find out why Wael&#8217;s account was suspended, and will post an update when I receive one.  The Guardian&#8217;s Brian Whitaker also <a href="http://commentisfree.guardian.co.uk/brian_whitaker/2007/11/gratuitous_violence.html" title="Brian Whitaker on Comment Is Free" target="_blank">reported the story</a> (one commenter <a href="http://commentisfree.guardian.co.uk/brian_whitaker/2007/11/gratuitous_violence.html#comment-942364" title="Esteban28 on Comment Is Free" target="_blank">mentions the Hub</a>) and now <a href="http://africa.reuters.com/wire/news/usnL27590430.html" title="Reuters report on Wael Abbas and YouTube" target="_blank">Reuters</a> has covered the story too:</p>
<blockquote><p>Elijah Zarwan, a prominent blogger and activist in Egypt, said he thought it was unlikely that YouTube had come under official Egyptian pressure, and was more likely reacting to the graphic nature of the videos.</p>
<p>&#8220;I suspect they are doing it not under pressure from the Egyptian government but rather because it made American viewers squeamish,&#8221; he said. &#8220;But to shut them down because some people might find the truth disturbing is unconscionable.&#8221;</p></blockquote>

<p>For me, the 2002 series <em><a href="http://www.bbc.co.uk/worldservice/people/features/ihavearightto/index.shtml" title="BBC World Service - I have a right to..." target="_blank">I Have A Right To&#8230;</a></em> still represents a good benchmark for how the BBC&#8217;s World Service can knit together <a href="http://www.bbc.co.uk/worldservice/people/features/ihavearightto/four_b/links.shtml" title="I have a right to... - links" target="_blank">human rights resources</a> of real and lasting value &#8211; and that others can use and build on.</p>
<p>Now, the World Service is celebrating its 75th Anniversary with a season of programmes, debates and chunks of participation related to freedom of speech, in an upcoming season called <a href="http://www.bbc.co.uk/worldservice/freetospeak/" title="BBC World Service - Free To Speak" target="_blank">Free To Speak</a> [thanks, <a href="http://www.globalvoicesonline.org/author/solana-larsen/" title="Solana Larsen at Global Voices Online" target="_blank">Solana</a>].</p>
<p>As usual, no one does global broadcasting quite like the World Service, with <a href="http://blogs.guardian.co.uk/greenslade/" title="Roy Greenslade at the Guardian" target="_blank">Roy Greenslade</a> fronting a <a href="http://www.bbc.co.uk/worldservice/specials/639_fts_programmes/page3.shtml" title="BBC World Service - Press for Freedom" target="_blank">four-part radio series</a> on the freedom of the press, for example, but the online experience feels pretty disjointed by comparison. There are elements in the online parts of the season that hold useful nuggets, however:</p>
<p>- A <a href="http://www.bbc.co.uk/worldservice/specials/1122_75_years/index.shtml" title="Timeline of the history of broadcasting" target="_blank">timeline of the history of broadcasting</a>, including &#8220;media minutes&#8221; for each year, and which at the time of writing stretches up to the 1970s.  There&#8217;s a lot of conflict, a lot of politics, and perhaps a bit too much of the presenter, and not enough of the actual audio, but it&#8217;s still of value, as <a href="http://www.bbc.co.uk/mediaselector/check/worldservice/meta/dps/2007/11/071107_75years_1965?size=au&amp;bgc=003399&amp;lang=en-ws&amp;nbram=1&amp;nbwm=1&amp;bbram=1&amp;bbwm=1" title="1965 in the BBC Broadcasting timeline" target="_blank">this audio clip from 1965</a> shows, attesting to the power of the televised image in galvanizing the civil rights struggle in the USA&#8230;</p>
<p>- A <a href="http://www.bbc.co.uk/worldservice/specials/1655_magnum/" title="Magnum at Bush House" target="_blank">selection of six conflict-related images</a> from <a href="http://inmotion.magnumphotos.com/" title="Magnum In Motion" target="_blank">Magnum Photos</a> (a Hub participant) from an <a href="http://www.bbc.co.uk/worldservice/history/story/2007/09/070911_open_house.shtml" title="Magnum at Bush House - description" target="_blank">exhibition at Bush House</a>, the central London building where BBC World Service is housed&#8230;</p>
<p>- Photographs sent in by <a href="http://humanrightsvideo.wordpress.com/wp-admin/openwin%28%27http://www.bbc.co.uk/worldservice/specials/160_slogans_lse/%27%29;%20function%20openwin%28url%29%7Bwindow.open%28url,%27BBC%27,%27toolbar=0,scrollbars=no,location=0,statusbar=0,menubar=0,resizable=1,width=500,height=400,left=280,top=100%27%29;%7D" title="BBC World Service - Free To Speak - People and their slogans" target="_blank">people holding their favourite political protest slogans</a>&#8230; [all seemingly outside Bush House..]</p>
<p>- And a request for people to contribute their <a href="http://www.bbc.co.uk/worldservice/specials/1158_fts_participate/page3.shtml" target="_blank">stories of freedom of speech</a> to the <a href="http://www.bbc.co.uk/worldservice/memoryshare" title="MemoryShare">MemoryShare</a> timeline&#8230;</p>

The <a href="http://www.citmedialaw.org/database" title="Citizen Media Law Blog - Legal Threats Database" target="_blank">Legal Threats Database</a>, which aims to pull together &#8220;<em>an accurate and complete collection of legal threats directed at online speech.  [...]  The database, which is funded by the <a href="http://www.knightfdn.org/" target="_blank">John S. and James L. Knight Foundation</a>, contains legal threats from 35 states and 9 countries, and it is growing daily. <p><a href="http://en.wikipedia.org/wiki/Extraordinary_rendition">&#8216;Extraordinary rendition&#8217;</a> has passed into common parlance over the last year as human rights organisations have <a href="http://www.tortureawareness.org/extraordinary_rendition.html">accused the US government of exporting suspects to be tortured</a> in regimes like Egypt, Morocco and Syria.  But while cases involving international suspects get the headlines, these countries are regularly cited by human rights activists as having a major domestic torture problem, with the police in particular seeming to act with total impunity.</p>
<p>Now in Egypt, bloggers have struck a blow against police torture, by publicising <a href="http://arabist.net/arabawy/2006/12/07/more-police-brutality-videos/">videos shot by police officers of their colleagues beating suspects</a>, and of <a href="http://arabist.net/arabawy/2006/12/03/egyptian-police-cadets-in-training/">police cadets receiving training</a>.  Add to this articles in the independent press and <a href="http://arabist.net/arabawy/2006/12/08/activists-protest-police-torture/">protests by civil society organisations</a>, what&#8217;s fast becoming a national campaign is gathering momentum.</p>
<p><a href="http://www.demaghmak.blogspot.com/">Demagh Mak</a> and <a href="http://misrdigital.blogspirit.com/">Wael Abbas</a> writing in Arabic, and others writing in English, such as <a href="http://arabist.net/arabawy/">Hossam e-Hamalawy</a>, have consistently sought out and brought to light videos of incidents of police brutality on their blogs over the past few months.  It&#8217;s videos like this one &#8211; uploaded by Wael Abbas &#8211; that appear to be shifting the debate:</p>

<p>As reported by <a href="http://arabist.net/arabawy/2006/11/23/torture-videos-to-be-investigated/">Hossam el-Hamalawy</a>, an investigation has been launched into the conduct of the officer shown slapping the suspect in the above video, although it has now emerged that the officer in question has not yet been suspended from duty.</p>
<p>The brutality of Egypt&#8217;s police is not a new story &#8211; <a href="http://web.amnesty.org/library/Index/ENGPOL300052003?open&amp;of=ENG-EGY">Amnesty International</a>, <a href="http://hrw.org/reports/2003/egypt0203/index.htm">Human Rights Watch</a> and the <a href="http://www.eohr.org/report/2004/re5.htm">Egyptian Organisation for Human Rights</a> have regularly documented and condemned police brutality in briefings and reports.</p>
<p>But sustained pressure from the bloggers, and the publication of an investigative piece into the police torture video in the independent Egyptian weekly newspaper, <a href="http://www.elfagr.org/"><em>El-Fagr</em></a>, have forced the story into the mainstream. On 27th November 2006, <em>El-Fagr</em> published an <a href="http://photos1.blogger.com/x/blogger2/5472/1101482913219204/1600/656606/fagrta3zeeb900ap5.jpg" Target="_blank">expose on violence against suspects in the country&#8217;s police stations</a>, identifying the officers in the video above, and describing a second, much more brutal video.</p>

<p>That second video (which I won&#8217;t show here) shows a group of officers torturing a suspect &#8211; handcuffed, stripped from the waist down, and on the ground &#8211; by inserting a stick into his anus.  Now Wael Abdel Fattah, the journalist who wrote the 27th November piece in <em>El-Fagr</em>, has published the names of the officers who carried out the torture, and tracked down and interviewed the victim, a bus driver.  <a href="http://sharkawy.wordpress.com/2006/12/08/wael2/">Sharqawi</a> and <a href="http://arabist.net/arabawy/2006/12/09/victim-of-police-rape-video-identified/">Hossam el-Hamalawy</a> cover the story and relay the victim&#8217;s account of how he came to be arrested, and of the horrific acts of torture perpetrated by the police.  Both bloggers publish the victim&#8217;s name, which, although it&#8217;s in the public domain in <em>El-Fagr</em>, has caused debate, with one blogger, Elijah Zarwan, <a href="http://elijahzarwan.net/blog/?p=341">wondering</a> at <em>The Skeptic</em>, whether this was the right thing to do.</p>
<p>With <a href="http://www.ikhwanweb.com">Ikhwan</a> (the Muslim Brotherhood) now alleging <a href="http://arabist.net/arabawy/2006/11/30/state-security-agents-torture-citizen-in-fayoum/">police torture of one of its activists</a>, and lawyers threatening a <a href="http://arabist.net/arabawy/2006/12/01/lawyers-protest-police-harassment/">national strike in protest against police harassment</a>, the <a href="http://www.tortureinegypt.net/">anti-torture campaign in Egypt</a> is growing in confidence and pace.</p>

<p>If bloggers like <a href="http://misrdigital.tk/">Wael Abbas</a>, <a href="http://demaghmak.blogspot.com/">Demagh Mak</a>, <a href="http://misrhura.blogspirit.com/archive/2006/11/29/%D8%B3%D9%88%D9%81-%D9%86%D8%B7%D9%84%D8%A8-%D8%A7%D9%84%D8%AD%D8%B1%D9%8A%D9%87-%D9%85%D9%87%D9%85%D8%A7-%D9%83%D8%A7%D9%86-%D8%A7%D9%84%D8%AB%D9%85%D9%86.html">Misr el-Horra</a> can continue to cover and make unignorable the <a href="http://www.metimes.com/storyview.php?StoryID=20041105-012033-6986r">stories that the traditional media find harder to publish</a>, as with the <a href="http://www.globalvoicesonline.org/2006/11/23/egypt-cairos-women-speak-out-against-violence/">Eid sexual harassment incidents</a>, then it may <a href="http://weekly.ahram.org.eg/2006/823/eg6.htm">open the door for the media to enter the debate</a> &#8211; which might finally make Egypt&#8217;s Interior Ministry take the problem seriously.</p>
